The Former President's Progressive Warning Overlooks Europe's Real Danger: Technological Decline.

The recent US security policy document offers a flawed view of Europe. It claims that open-border policies and what it terms "woke" agendas represent an existential threat to the continent's identity. However, this perspective is based on a serious misinterpretation of the situation. The actual danger confronting the EU is not societal but technological and economic backwardness.

The Stark Growth Gap Between the US and Europe

Statistics paint a sobering contrast. Between 2008 and 2023, American economic output grew by eighty-seven percent, compared to a mere 13.5% increase for the European Union. During this time, European income per person dropped from over three-quarters to just 50% of the US level. Remarkably, even the poorest US state now has a higher per capita income than major EU nations like Italy and France.

Currently, roughly 50% of the global 50 largest tech companies are US-based, while only four are European.

The Technological Shortfall: A Critical Question

This widening economic gap stems from stronger efficiency gains in the United States, largely due to technological innovation and higher total factor productivity. The scene of global tech leadership is overwhelmingly American. Over the past five decades, hundreds of American startups have scaled into companies valued at over ten billion dollars, versus only fourteen in the European continent.

This gap raises a vital issue: In the race for future industries like semiconductors, AI, and fusion energy, what is Europe positioned? Experts widely concede it is essentially a contest between two between the US and China, with European nations entering at a clear handicap.

Root Causes of the Continent's Innovation Gap

Several key factors explain this technological divide.

  • Financing Ecosystem: The United States has a much more robust and more dynamic system for financing new ventures. The EU has yet to establish a genuine unified investment market, a factor that limits the scale of emerging companies.
  • Bureaucratic Hurdles: Complex and divided regulation hamper Europe. A American entrepreneur can introduce a service under a single set of laws to access a market of hundreds of millions. The European Union, despite a bigger population, is divided among 27 separate regimes, creating significant market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In parts of Europe, business failure was historically viewed with stigma, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. Europe's long-term lack of spending in defense has eroded its capacity for pioneering research.

The Road Ahead: Grounds for Hopefulness

Despite these challenges, there are reasons for optimism. Policymakers are growing more conscious of the existential challenge and have begun to propose substantial change. Notable analyses on European competitiveness and the internal market highlight the need for sweeping changes.

Given appropriate incentives and rule changes, Europe's strengths could support much higher degrees of business-led breakthroughs.

The continent still possesses considerable strengths: high-quality human capital, excellent education systems, and premier labs. Alongside a large internal market and substantial household savings, these foundations have the potential to unleash a new wave of venture creation.

Crucially, even if the EU does not become the leader in developing next-generation tech, it can still significantly boost productivity by adopting and adapting innovations from elsewhere.

A Critical Juncture

Europe now faces a decisive moment. As the saying goes, decline often happens "slowly, then all at once". To date, Europe's slide in innovation has been steady. But, if it fails to take bold steps to address its structural weaknesses, today's slow erosion could give way to a sudden and irreversible decline in world influence.
